THE FASHION CENTER BUSINESS IMPROVEMENT DISTRICT 2001-2002 Annual Report

streetscape and capital improvements

SIDE STREET BISHOP’S CROOK LIGHTING
Last Spring, City Council Member Christine Quinn announced that the City Council had approved the FCBID’s request for capital improvement funds by allocating $418,000 for the purchase and installation of Bishop’s Crook lighting on our side streets. Combined with previous grants, this generous allocation should complete the FCBID’s side street Bishop’s Crook lighting project.

All lighting funds are administered through NYCDOT and become available in phases. Last fall, the first phase of side street installations was completed along West 35th Street and parts of West 36th Street. Phase II installations should begin later in 2002. The whole project should be complete in 3–5 years.

The FCBID and the Fashion District community are extremely grateful to Council Member Quinn and the rest of the Manhattan Delegation of City Council for their support of this important lighting improvement project.

SECURITY LIGHTING UPDATE
Several years ago, the FCBID installed 500 security lights on side street properties and along Eighth Avenue, adding 200,000 watts of light to our streets. Twice yearly, the FCBID does routine maintenance on the security lights, including bulb replacement, cleaning, clock adjustment, and repairs.

Property owners please note: Repairs needed as the result of damage to or disconnection of security lights due to the actions of the building management or its tenants are the responsibility of the building, although the FCBID will arrange for an electrician to complete the work.

PROPERTY IMPROVEMENTS
While the FCBID was hard at work on our streets, several owners were making improvements to the lobbies and facades of their buildings. We commend all who made the types of investments in their properties that the FCBID has been urging for years. Generally speaking, building improvements will increase property values, encourage mixed uses, and attract higher quality restaurants and retail establishments. Additional copies of the FCBID Streetscape Improvement Plan, complete with a detailed owners’ guide to property improvements, are available at the FCBID office.

HOLIDAY DECOR
Again this year, the FCBID added some holiday cheer to the district as 30 lighted snowflakes were installed on avenue lightpoles.

SUBWAY RENOVATION UPDATE
For the last 3 years, the Transit Authority has been working on a major rehabilitation of the Times Square–42nd Street subway station. FCBID staff regularly attend meetings of the Subway Rehabilitation Task Force, which brings TA officials, contractors and community representatives together to discuss the progress of the project, as well as any related problems or issues.
