Public Safety
Public Safety Officers will continue to patrol the streets
seven days a week and to respond to public inquiries.
In addition, Public Safety supervisors will continue to
work closely with the NYPD and to keep district property
managers informed of security updates and programs
to keep buildings safe.
Sanitation
The FCBID’s Sanitation Department will continue to
operate seven days a week and to provide street cleaning
and maintenance programs. The department will
also continue to work in partnership with the NYC
Department of Sanitation and with building managers
and ground floor tenants to keep the Fashion District
clean.
Infrastructure and
Quality of Life
Phase Two of the ComNet program, an extensive
update of the infrastructure database, has been completed.
All relevant parties are being notified of their
responsibilities with regard to infrastructure problems.
The FCBID will aggressively monitor these issues.
The FCBID will also continue to be fully involved in
seeking solutions to the issues of street vending and
adult DVD stores that have such a negative impact on
the quality of life in the district.
Streetscape Improvements
The FCBID will install its first multirack newsbox as a
pilot program, pending NCDOT approvals, and, if successful,
expand the program to include 25–30 multiracks
installed throughout the district.
In addition, 100 new signs will be installed on the avenues
as part of the FCBID uniform street signage program.
Installations will take place as soon as NYCDOT
has installed the new avenue muni-meters, scheduled
for Spring 2005.
Holiday lighting will again be installed on lightpoles
throughout the district in November 2005, and FCBID
banners will be on display on lightpoles throughout
the year.
Property owners will again be able to take advantage
of the Make a Grand Entrance Program’s $1000 bonus
for certain pre-approved property improvements.
Tourism and Promotion
The very successful
Open Studios event will be repeated in Fall 2005 as part of a larger
arts and cultural
festival. Elements of the program will include theater,
outdoor performance art and special arts and fashion
lectures, as well as restaurant promotions and tie-ins
with the events. A new Arts & Entertainment section
of the website is also being developed. The FCBID will also be involved in the planning and
promotion of an exhibition of the costumes of dancer
Maya Plisetskaya at the Baryshnikov Arts Center in
early 2006. The exhibition will be coordinated with
the events of Fashion Week.
Quarterly newsletters will be created to keep FCBID
tenants, property owners and other interested parties
informed of the FCBID’s activities, as well as of any
pertinent notices or programs.
Economic Development
The FCBID will continue
to keep the issue of the special garment center zoning in the spotlight
and will
push the City to make any changes that would allow
greater flexibility for property owners, while preserving
the nature of the district for the apparel industry.
In addition, the FCBID will again publish its annual
economic report and will continue to offer seminars
and programs to assist small businesses.
Information Services
The
FCBID will continue to operate the Information Kiosk and offer the
most comprehensive information
on district businesses. Toward this end, an additional
printing of the district MAP and retail directory is
planned. In addition, the FCBID plans to formalize
plans with the Port Authority to install one of its
interactive touchscreen displays in the Bus Terminal. Social Services
As the new fiscal year begins, the FCBID’s yearly
contract with the Partnership for the Homeless will
again be reviewed to ensure that it is providing the
district with appropriate homeless outreach services.
The FCBID will also continue to focus on the issues of
homelessness with City and private agencies through
its working relationship with the Street to Home
Initiative and its participation in the twice yearly
Midtown homeless counts.
Administration
The FCBID offices
at 249 West 39th Street will be renovated and expanded to accommodate
the sanitation
and public safety services and personnel that have
been expanded to meet the increased needs of the
district.
